Luonnonsuojeluliiton kommentit suden suojelutasoon

Jäsenmaat raportoivat EU:lle säännöllisesti luontodirektiivin lajien ja luontotyyppien suojelutasosta. Vuosien 2019-24 raportoinnin tekivät Suomessa tutkimuslaitokset Syke ja Luke, mutta suden raportoinnin maa- ja metsätalousministeriö otti poikkeuksellisesti itselleen. Tästä syystä Luonnonsuojeluliitto kommentoi sen esittämiä tietoja EU:n julkisessa kuulemisessa.

Alpiinisen vyöhykkeen eli Tunturi-Lapin osalta susi oli ilmoitettu epäsuotuisaan suojelun tasoon, mikä on aivan oikein. Alueella kun ei ole lisääntyvää susikantaa.

Toisin oli boreaalisella vyöhykkeellä, jota on muu osa Suomesta. MMM oli esittänyt siinä suden olevan suotuisalla suojelun tasolla ja viitearvoksi 273.

EU:n kommentointityökaluun kommenttirivillä SLL esitti susikannan suojelutasoksi U1 (epäsuotuisaa-riittämätön), viitearvoksi 525 ja tulevaisuusnäkymäksi U1.

Perustelut olivat seuraavat:

1) Wolf population and reference value

Exceptionally, the reference value for the favorable conservation status of the wolf in Finland was announced by the Ministry of Agriculture and Forestry rather than the Natural Resources Institute Finland (Luke).

However, Luke has produced the reference value calculator for the wolf. (Susikannan suotuisan suojelutason viitearvolaskuri on julkaistu. Luke 8.12.2022: https://www.luke.fi/fi/uutiset/susikannan-suotuisan-suojelutason-viitearvolaskuri-on-julkaistu). 

Based on this, Suomen luonnonsuojeluliitto (Finnish Association for Nature Conservation) calculated an example showing that the genetic reference value for Finland’s two wolf populations is 525 wolves, accounting for a 15% risk of underestimation for the eastern sub-population and a 35% risk for the western sub-population. – The background to the matter has also been outlined in our statement of 18 December 2025: Suomen luonnonsuojeluliiton lausunto MMM:n asetusehdotuksesta alueellisen kiintiön nojalla sallittavasta suden metsästyksestä metsästysvuonna 2025–2026. https://www.sll.fi/ajankohtaista/suomen-luonnonsuojeluliiton-lausunto-mmmn-asetusehdotuksestaalueellisen-kiintion-nojalla-sallittavasta-suden-metsastyksesta-metsastysvuonna-2025-2026/ 

Luke estimated that there were 271–300 wolves in Finland in March 2024 (Susikanta Suomessa maaliskuussa 2025. Luke 25.9.2025. https://www.luke.fi/fi/luonnonvaratieto/tiedetta-ja-tietoa/susi/susikanta-suomessa-maaliskuussa-2025). This means, that the wolf population is much smaller than the figure obtained using Luke’s reference value calculator.

It should be noted that Finland’s wolf population is geographically divided into eastern and western sub-populations, and there is no sufficient genetic bridge between them. (It should also be noted that there is no breeding wolf population throughout Northern Finland in the reindeer herding area, as wolves there are shot.)

2) Future prospects

Regarding the future of the wolf, a key factor is that wolf hunting was expanded at the beginning of 2026. Hunting halted the population’s long-standing growth; consequently, at this rate, it will not reach the reference value for a favorable conservation status.

Nor has the spatial coverage of the population improved: there is no genetic link between the eastern and western populations.
